General Manager Of Innovation And Educational Technologies

After completing his secondary and high school education at TED Ankara College, he graduated from Bilkent University –Industrial Engineering- in 1992. He received his master's degree in economics from Bilkent University in 1995 and his master's degree in e-commerce and finance from the Owen Graduate School of Management in 2002. In 1993, he started working as an assistant specialist in planning at the State Planning Organization. He worked as a planning expert in the areas of telecommunication, electronics and electrical machinery sector expertise, privatization, state aid in the manufacturing industry, public investments, project management and strategic planning. He prepared his planning expertise thesis on the subjects of “Analysis of the Costs and Effects of State Aids for Manufacturing Industry” and his master’s thesis on the subject of “Determination of Statistical Distributions by Artificial Neural Networks”.

Yılmaz, who managed corporate and thematic strategy development projects for many public institutions and non-governmental organizations including, in particular, the General Directorate of Highways and the Undersecretariat of State Planning Organization, worked as a trainer in international education programs of the World Bank, IMF and the United Nations. He taught e-commerce, system analysis and design as part-time university lecturer.

He served as the Counselor of State Planning Organization and as the State Minister in charge of economy. Between the years of 2010-2010, he served as the Undersecretary of the Strategic Planning Department of the State Planning Organization and as the Head of the Undersecretariat for Corporate and Strategic Management. Between 2011-2018 he worked as the General Manager of the Ministry of Science, Industry and Technology.

On September 19, 2018, he was appointed as the General Director of Innovation and Education Technologies of the Ministry of National Education. He is the board member of World Confederation of Productivity Science, the National Nanotechnology Research Center, Turkish Information Association, Turkey Quality Association, the Monitoring and Evaluation Association board member.

He is married with two children.
